Complications:
Inhuman – Though by all normal accounts human, Tybalt’s body is clearly, from a mage’s point of view, manufactured by arcane means. He still retains all human personality and functions, but his powers appear to override any normality he has. In fact, he could not remember anything beyond three years of his past, nor how he came to be in Star City.

Unknowing Prison – Tybalt’s anti-magic powers seem to stem not innately, but rather are implanted upon his magically constructed body externally. Tybalt is but a proxy user, but the main purpose of such strong anti-magic appears to be for sealing something within Tybalt’s body. What lies within Tybalt, and who would create such an elaborate prison within a person?
